Job summary
The service development, improvement and delivery function supports the Trust to realise its vision to deliver Safe, Personal and Effective care as outlined in the Trust's Strategy and medium-term plan. The team support the development of clear plans and their delivery through its improvement practice and programme delivery approach.
The main purpose of this role is to work as a senior member of theService Development, Improvement and Delivery Teamto act as aProgrammeManager (Improvement)andlead specialistdevelopment, delivery andapplication of the Improvement Practice at ELHT (Improving Safe, Personal and Effective Care (SPE+)),managing, leading and monitoring progress ofmajor improvement programmes, as part of the Programme Management Office, which will includeoversight and delivery ofa range of specific improvement projectsandwhich form part of the Trust's overallKeyDeliveryand ImprovementPriorities andProgramme.
Working with the Associate Director of Improvement Practice Developmentand Associate Director of Improvement & Delivery, the role will also design and develop training programmes to support capacity and capability building of improvement skills across the organisation.
Main duties of the job
Lead the planning and organisation of a broad range ofcompleximprovementprogrammes/initiativesin line with agreedkey delivery and improvement prioritiesand TrustKeyDeliveryand ImprovementProgramme. This will entail planning the deliveryand schedulingof improvementprogrammesandprojects, fully alignedwith and as part of the programme management office.
Support the teams involved in improvement work in the delivery of theagreed improvementsprogrammes, providing facilitation, support, coaching and/orprogramme/project management as appropriate.
Monitor overall progress ofrelevantimprovement programmes, supporting performance improvement or adjustment to plans where required and reporting progress to relevant forums across the organisation and widerPlace.
Utilise a range of research tools and methods toregularlyundertakeand collatecomplex audit/analysis relevant to each improvement project/programmein order todetermine the current state and from which to enable the identification of improvement opportunitiesand to re-audit as appropriatetodetermine whether these have been achieved.
Utilise highly specialist knowledge of the Improvement Practice (SPE+) to ensure the appropriate use of a range of agreed improvement methods/tools to support successful delivery of improvement projects from initial scoping to completion,in order to achieve the agreed improved outcomes.

Essential
- Educated to Masters level or equivalent experience
- Formal Improvement Practice/ methodology training/qualification (in-house or external courses) equivalent to Specialist Practice Coach as defined by NHSI&E Vital Signs Programme or equivalent gained either through a formal Improvement qualification or a combination of long/short courses in improvement science combined with several years of structured study and evidence of continuing professional development in the field of improvement science.

- Management/leadership qualification or equivalent experience

- Experience of leading transformational change or improvement activities in a complex organisation
- Experience of facilitating change using improvement methodologies
- Experience of leading practice improvement events

- Highly developed specialist knowledge of Improvement methodology within a business environment (such as Model for Improvement and Lean) with significant experience undertaking quality improvement in healthcare organisations.
